Ibis Instruments at the ITU–EKIP Regional Regulatory Forum for European Regulators
Ibis Instruments participated once again in the ITU–EKIP Regional Regulatory Forum for Europe 2025, traditionally organized under the auspices of the International Telecommunication Union (ITU) and the Agency for Electronic Communications and Postal Services of Montenegro (EKIP). This event brings together leading representatives of regulatory bodies, operators, vendors, and telecommunications experts to exchange knowledge and experience on current challenges and trends in electronic communications regulation.
At this year’s forum, Ibis Instruments took part together with its partner, Utimaco GmbH, whose portfolio Ibis represents in the markets of Southeast Europe. The joint participation provided an opportunity to showcase innovative solutions in the areas of public safety, digital services, and artificial intelligence in telecommunications.

Enhancing Public Safety: The Role of Cell Broadcast in Modern Public Warning Systems
Presenter: Mr. Ronen Daniel, Utimaco GmbH
This presentation focused on the role of the Cell Broadcast Service (CBS) in modern Public Warning Systems (PWS). Special emphasis was placed on the capability to distribute emergency messages — such as those regarding natural disasters or security threats — in real time to millions of users within a specific geographical area, even without access to a mobile network or the internet. Solutions of this type are becoming a key part of national public safety infrastructure.
Building Smarter Telecommunications with Agentic AI: Operational Excellence and Digital Services

The second session explored the application of agentic artificial intelligence (Agentic AI) and digital tools in enhancing the operational efficiency of telecommunications systems. The lecture demonstrated how automation and intelligent digital services enable operators to optimize internal processes, increase workforce productivity, and deliver faster and more transparent services to customers.
